The only legitimate way to get tickets is through a Congressman. A lot of ticket brokers are claiming to have tickets but in fact they are just assuming they can get a hold of them via Congressional staff and shit.

I don't think you need tickets except to get inside the security perimeter but you will wind up really really far away if you otherwise.
