I was always curious, what is it that defines a recording as being "in circulation"?

^^ pretty good question. In general, I'd just say that its been traded at least once and isn't being hoarded. But then theres stuff that you could say isn't in circulation, even though its been traded (1995/10/20 comes to mind).

It's a damn good question, given the fact that you're the one doing the labeling on the SPLRA wiki.

There are many shows out there that have been traded but aren't "circulating". You're not always privy to trades that occur. Not everyone keeps an online bootlist. My personal opinion is that unless it's available on the hub or the LMA, it's not circulating. I say that because people rarely trade these days, if at all.

I agree with this, at least as a rule of thumb. Although video could be a bit different.

Apparently someone needs to camp out at Andrew's house and upload all of his shit while he's at work.

Probably not a bad idea. While you're there, would you mind sorting through the tens of GBs of downloaded shows, transfers, and such I have yet to burn off, catalog or deal with?

Depends on how well-stocked your fridge is.
