or could you say
"The derived values were then compared with in-situ background reflectance measured at the test sites." ?
of course there's the whole passive-voice thing but it sounds like this is a relatively technical paper, so that is probably ok

with regard to the test sites, what happened there? the derivation of values? the in-situ measured background reflectance? the comparison between the two sets? all / a combination of these?
does "in-situ measured" mean anything in particular or does "measured" belong with "at the test sites"?

wouldn't in-situ imply that the measuring was done at the test sites anyways?

no. Here it needs to be stressed it was measured right there, at that site, and not let's say above from an airplane.
