He's keeping The Smashing Pumpkins name, according to the website. If he is talking about preserving the name with James in the band, does this mean that James is involved? Assuming he is still loyal to James.

Little can be inferred by the current situation regarding James' involvement. We'll have to wait to see what transpires. It's still pretty fucking stupid how they are presumably at quite an advanced stage (i.e. writing or recording songs) and yet are still tight-lipped about the band lineup. Can't say I'm expecting any updates anytime soon either.

No. We have the Billy version. About all we've got from James is second-hand indications that he disagrees (from his APC pals I think, when Billy went into blame overdrive a while back). Can't recall anything from Jimmy at all and D'arcy makes those two look like irresponsible blabbermouths.

If Jimmy and D'arcy were not involved...surely one of them would have said something by now. If either one of them harboured such contempt for Billy, they could reveal that they chose not to be in....hence making Bill look like a real asshole.

D'arcy isn't coming back, they already announced the new bassist. I suppose she could take on the Liam Gallagher role of playing tambourine though.
