Fox News falsely raises its ratings by having programs that force people to stick around for extended periods of time. CNN, however, has actual news programming that does not require the viewer to sit around for hours on end. Also, CNN makes much more money on commercials, meaning that more people are likely to see their commercials, which translates into Fox News actually doing worse among the sheer quantity of viewers, it's just that you have to learn how ratings work.
