First of all, why would you want to record in 32-Bit? 24-Bit should be more than sufficient.

Second, the higher the sampling rate, the more different frequencies you can record. Therefore, you will probably want to record at anything from 48 to 192 kHz, based on your personal requirements.

The resolution (16 or 24 bit) doesn't have anything to do with the sampling frequency. You could easily record 16/96, 24/44.1 or even 24/32.

Thanks everyone.

I'm just trying to record some songs and trying to make them as high fidelity as I can. I heard that you want to record in higher than CD quality because it will end up being less once it gets onto the CD.

I know what you are saying about why not 24 but for some reason cool edit only seems to have 16 and 32. Though my version is rather old.

Look for Adobe Audition. Adobe purchased the company that produces Cool Edit Pro a couple years ago. They haven't made too many changes as far as I can tell, but you should get the most up to date version of this software if possible.
